Helena Whitney

Senior Vice President, Policy and Advocacy

Helena Whitney brings a diverse set of skills and experience to her role as senior vice president of policy and advocacy for the Arizona Hospital and Healthcare Association (AzHHA). For more than 20 years, she has dedicated herself to policy and research associated with the administration, oversight and on-the-ground delivery of healthcare in Arizona in both public and private settings across rural and urban communities.

Before joining AzHHA in 2024, Helena’s professional experience spanned organizations such as Health Management Associates, University of Arizona Health Network, Valleywise Health and the Arizona House of Representatives. She effectively bridges the gap between the policy and politics of healthcare with an extensive background in public health, legislative affairs, social services and community outreach.

Every step of Helena’s career has been driven by her passionate belief in the opportunity – and responsibility – to provide care to those who need it most, where they need it most, in a way that uses resources wisely.

She earned bachelor’s and master’s degrees in social work from Arizona State University. Helena is also a trustee for the Maricopa County Self-Insurance Trust.
